GVMS: NEW REGULATIONS IN TRANSPORT TO THE UNITED KINGDOM

MANDATORY REGISTRATION IN THE GVMS IN 2022

In reference to the foreign trade of the United Kingdom, the GVMS (Good Vehicle Movement Service) system was implemented on January 1st of this year, in order to facilitate the freight forwarder the transport to the United Kingdom from the European Union and vice versa.

 

All goods movements of a freight forwarding company, whether they are import or export movements within the United Kingdom, must be registered in the GVMS.

 

From the date of implementation of this new regulation, all transport to the United Kingdom without prior registration with the Goods Vehicle Movement Service is prohibited.

 

It is for this reason that, from then on, all freight forwarding companies from Valencia, forwarding experts in Barcelona, ​​or from any other Spanish autonomous community or EU member state, must comply with the registration in the GVMS to carry out exportation and/or importation with the United Kingdom.

 

Given the application of this system, a transitional period of the European Union with the free trade agreement with the United Kingdom is finished, giving way to a new system, this being the GVMS.

 

SANCTIONS FOR NON-COMPLIANCE

All drivers of transport companies in Spain, or any other EU member state, must pay attention to the information provided to them about the itinerary of their vehicle:

 

  • If it is green, you can continue the route to the destination.
  • Therefore, if it is orange, you must pass a control before you can continue.

 

The carrier and/or driver may be subject to a penalty of up to £2,500.00 if HMRC instructions are not followed.

 

WHO SHOULD REGISTER

All carriers must register in the GVMS in each movement of import or export of goods within the United Kingdom.

There’s the possibility of adding members to the Goods Vehicle Movement Service, which means that various carriers of your forwarding agency will be able to use the service when necessary and, in addition, you will be able to manage the access level of each of the members to the HMRC services you have subscribed to.

 

CREATION OF A GOODS MOVEMENT REFERENCE

Once an EORI and Government Gateway account have been obtained, the process to create a Goods Movement Reference or GMR will continue. This must be created each time goods are transported to the United Kingdom.

 

The GMR is a unique number that associates the goods transported with the vehicle registration and the MRN of the Import Pre-DUA.

 

Depending on the system used to make the customs declaration, a different number will be entered:

 

  • In the CDS system, an MRN number is issued.
  • In the CHIEF system, an ERN number is issued (mainly used by English importers).

 

It must be taken into account that the MRN of the Spanish DAE is not valid to request the GMR, unless the transport is carried out under a Transit Document or TAD.

 

WHAT IS THE NRM?

The MRN, Master Reference Number, is a unique number in the EU automatically assigned by the customs office that receives/validates and supports an electronic customs declaration, a re-export declaration, an exit summary declaration (EXS) or a re-export notification.

This number is identified on the English Importer’s Accompanying Document which you must provide to the carrier.
